They say the eyes are the windows to the soul. 

Looking at a person acknowledges them and shows that you are interested in what they are saying, especially if you look in their eyes. Making eye contact not one only let’s the person you’re communicating with know that you’re sincere and confident in what you’re saying, but it also let’s them know what they are saying has significance. In any situation you should make eye contact with the person you are speaking to.

  When a person makes very little eye contact, they may be feeling insecure, shy, or intimidated. Looking down or away may feel safer because it allows them to hide behind their eyes, or it can be something simple, they just don’t want to look the person in their eyes.

When someone doesn’t look me in my eyes when I’m speaking to them (at the bank, the grocery store etc.) I never try to make them uncomfortable. I smile and try and make things as easy as possible. They might have went through something in their life that causes them to feel uncomfortable around others.

Never let anyone intimidate you. Know who you are and be secure within yourself to let others feel it by looking them in their eyes.
